Sir,

I have the honour to inform you that I

find that the decision arrived at by Sir F. D. Lugard on

Viscount Harcourt's Confidential Despatch of the 6th. October, 1911, was not communicated to the Secretary of State.

2.

The decision was that the lenses in

question are to be extended as a matter of course on the application of the leaseholder or his representative without special reference to the Covernor in each case, though the correspondence with the Secretary of State is to be brought

to the Governor's notice whenever an extension of a lease is

submitted for his signature.
